This unnecessary delay could have caused death instead of injury. I agree that people in a panic can react in unpredictable ways and all it takes is one passenger, usually the closest to the exit, to try and retrieve his or her “valuable” belongings from the overhead bin to have everyone doing the same and no staff instructions could prevent that.
The way to take that risk out of the safety equation is to have the overhead bins automatically locked therefore not accessible in an emergency where speedy evacuation is required.
